UNITED NATIONS (AP) — The United States has exerted pressure on Ukraine to retract its European-supported U.N. resolution calling for the immediate withdrawal of Russian troops from Ukrainian territory. Instead, the U.S. is advocating for a proposal that does not address Moscow’s invasion, according to a U.S. official and a European diplomat who spoke on Sunday.

Despite this pressure, Ukraine has stood firm and will proceed with a vote on its original draft resolution during the U.N. General Assembly session on Monday. This date marks the third anniversary of Russia’s invasion of Ukraine, as confirmed by two European diplomats.

The assembly, which consists of 193 member states, is also expected to evaluate the U.S. draft resolution shortly thereafter, as stated by the diplomats and the anonymous U.S. official amidst ongoing private negotiations.

The Trump administration is additionally seeking support for its proposal in the more influential U.N. Security Council. China, which currently holds the presidency of the Security Council, has scheduled a vote on the U.S. resolution for Monday afternoon.

The competing resolutions — the first of their kind since the invasion — underscore the tensions among the U.S., Ukraine, and European nations that have emerged in the five weeks following President Donald Trump’s inauguration and his renewed discussions with Russia after years of diplomatic estrangement in an effort to conclude the conflict. European leaders expressed disappointment over their exclusion from preliminary talks between the U.S. and Russia conducted last week.

The General Assembly has grown in significance regarding issues related to Ukraine, particularly as the Security Council has been paralyzed by Russia’s veto powers.

Unlike the Security Council, the General Assembly does not operate on a veto system, and its resolutions serve as an important reflection of global sentiment, though they lack legal binding authority. Since Russian forces invaded on February 24, 2022, the assembly has passed several resolutions condemning the war and demanding the immediate retraction of Russian troops.

The results of the assembly votes will indicate global opposition to Russia’s actions and help assess ongoing support for Trump’s initiative to expedite the end of the conflict. One European diplomat remarked on the significant lobbying surrounding the competing resolutions, while the U.S. official indicated efforts to persuade Ukraine and European partners to concede on their draft. This coincides with Trump’s plans to welcome French President Emmanuel Macron to Washington on Monday.

According to Secretary of State Marco Rubio, “This is the moment to commit to ending the war. This opportunity can propel us toward genuine peace,” he stated late Friday.

Rubio emphasized that while challenges may arise, the potential for lasting peace remains within reach. He noted that the resolution would “acknowledge the severity of the conflict, assert that the U.N. can play a role in resolving it, and emphasize that peace is attainable.”

The Ukrainian resolution, which is co-sponsored by the 27-nation European Union, specifically mentions “the full-scale invasion of Ukraine by the Russian Federation” and reiterates the necessity of implementing all relevant assembly resolutions “in response to the aggression against Ukraine.”

This resolution particularly emphasizes the assembly’s demand that Russia “immediately, completely, and unconditionally withdraw all military forces from Ukraine’s internationally recognized borders” and that all hostilities cease promptly.

It also advocates for “de-escalation, an early end to hostilities, and a peaceful resolution to the ongoing conflict in Ukraine.” In contrast, the brief U.S. draft acknowledges “the tragic loss of life throughout the Russia-Ukraine conflict” and “calls for a swift end to hostilities and seeks a lasting peace between Ukraine and Russia,” while omitting any reference to Moscow’s invasion.

Russia’s U.N. ambassador, Vassily Nebenzia, commented last week that the U.S. resolution represented “a positive direction.” Additionally, Russia proposed an amendment to include the phrase “including by addressing its root causes,” resulting in the line of the U.S. resolution stating, “implores a swift end to the conflict, including by addressing its root causes, and further urges a lasting peace between Ukraine and Russia.”
